Blotchy skin from cold

Hi there,

I'm wondering what the best way would be to tone down the blotchiness on this girl's arm. It's not terrible, but I would love for her to have a smooth look to her skin. 

This is a web sized file- I can upload a larger/unsharpened file if you prefer.
