Tools in ACR only zoom in

I just purchased PS CC. In ACR, all of my tools (crop, dropper, straighten, etc.) Do not work. All they will do is zoom in and out on my image. I'm thinking this may be some type of setting but a Google search didn't come up with anything.

Are you using a mouse or a Wacom tablet in ACR? have you tried restarting your computer yet?
