Better than nothing. How do I do it?

Sorry...life. I remember from a lot of my other help asking you've had me remove noise and it always seems overkill to me how far you want me to take it. So I'm curious what the rule is. The luminance on these is set to 25 but the overall image looks too smooth to me.

I would love any advice on how to edit out these issues.
