Cleaning up old photo

I have an old photo of my uncle who passed in 1930 ... he was not quite one year old.  At some point someone painted the picture.  I was wondering if you have any suggestions on how to clean up this picture for better clarity?  I use Photoshop.  I also have other actions, specifically Greater than Gatsby.  Thanks!

I'm so sorry @Patrice, for all the "magic" of modern software, nothing can create focus where focus doesn't exist.  This photo is what it is, I'm afraid.
