There is absolutely no need to convert them to CMYK in Photoshop. Create the necessary Pantone swatches for colour panels, text, etc. Black text and other elements might be in plain K black, rich CMYK black, or even RGB black, depending on your needs. Logos might be provided in CMYK, RGB or Pantone. etc. Here's a dummy design that I made using various colour formats: If you'd like to see it, you can download the InDesign document here.
