Actions disappeared

I'm getting this notice and all my actions are gone when photoshop opens.

This happens to all of us from time to time.  Nobody knows why.

You'll just need to re-load your actions.  I agree it's a hassle.

To be safe, can you do this for me?

I have a PC laptop running windows10 and Photoshop cc. It is under 3 years old, and has 16GB of RAM. Its hard drive has 1.64TB free out of 1.81TB. The last time I shut down was just before posting this thread. I run a cleanup program about once a month.

I don't know how to reload my actions. Most of them, I created myself and don't remember what I did anymore.

Oh dear.  Didn't you save them?

Where would they be saved? I made them when I had just started using photoshop so I didn't really know my way around.

Unfortunately they don't save themselves.  You need to save them.  Otherwise they only exist, in a fragile way, in Photoshop.

bummer. I cleaned out my downloads folder. Is it possible that that's how the installed actions disappeared?

It seems unlikely, but I suppose it's possible.

So how do I save them and where to in the future?

Save them by simply choosing "Save Actions" in the Actions Panel submenu.

Where is up to you.  But wherever it is, make sure you also back them up.
