Mask option disabled/greyed out in Elements

I just went though the sky swapping tutorial by using the "place" method.   I went to make final level adjustments and the mask option is not available.   Should I have done this prior to the swap?  Or is there a way to do it all together after the sky placement has been made?   Thanks in advance!
