Yearbook photo improvement

Hi Damien. A friend has asked me if I can improve this yearbook photo of her brother at all so she can print it. I used my camera to take a photo of the yearbook page, so I don't think I can get the quality any better. I'm just wondering if there is any way to minimise the dot-printing of the original picture. I don't think she plans to print any bigger than 8x10. I have PSE11. Thanks!

I hope it helps.  It's not perfect, but it's the best that's possible.  You can go ahead with your normal editing now, and it should be passable.
