I saw a post that asked how to fix frizz on a plain background however, I didn't see a solution. So I will try. When I try to clean up the frizz around the edges she begins to look cutout. Any advice?

There is no secret or trick to this.  You simply use this method, a lot of patience, and a tiny tiny brush.  You literally have to cut one hair at a time.
