purple pen on an old photo!

Hi Damien, I do a lot of photo restoration on old photos, this one has me a bit stumped. I'm hoping you can suggest a broad strategy to tackle it, I've checked the channels and they are all pretty badly affected, also hue/saturation adjustment layer didn't seem to really work. I'm fine with the colour correction it's just that **)&* purple pen!
