I accidentally saved images in PS with a quality level of 5 instead of 12. The file size is smaller. I only have the jpeg saved. Can I open the saved jpeg and re-save with a higher quality  level or do I need to re-edit the raw image?

No, once that jpeg damage is done, it's done.  You have to start again from the raw image.
