Blended, textured, dress into background

I'm trying to think of a way I can make the clothing blend into the background. Add texture, make it "flowy"- so there's no real difference between the background and the clothes/covering. Is this possible? I didn't have any tulle and this was just a photo we took on a whim to see if I could make it work. No idea... :)

Ok- done with my other project and now trying this out. I'm having a hard time figuring out what that first layer named "Paint Daubs Filter" is... What exactly is that?

 

I see in your post that it's a filter but can't find it...

In the half-black-half-white circle icon menu in the Layers panel, it's called "Solid Color".  Once you add it, it is called "Color Fill".  I've never understood it, I wish Adobe would fix it.

I love what you've done.  Where are you seeing banding?
