Mac PS shortcut

I am trying to create an action but for it to work, I need to make sure I am at the top of the layers panel.

I am trying to google but can't find the answer.

Any idea on how to get to the top of the stack so I can add it to my action?

In your action, record yourself adding a layer.  Any layer at all, it doesn't matter.  Then record Layer>Arrange>Bring to Front.  (That will ensure that the layer you just made is on top.  If it was already on top, great!).  Then, record yourself deleting that layer.
