Removing foggy area

It was snowing, freezing, etc.  We were trying to hurry so these girls didn't loose their legs!  I noticed my lens had a lot of snow/rain spots so I dried it off.  After doing so it looked great in my viewfinder.  When I came home all of the group photos have this foggy spot.  Is there anyway to get it to match? As of right now the only thing I can think of is doing a levels adjustment. . . am I right?

Yes, the only thing I can suggest is making your best attempt with a Levels layer - the black and middle sliders.

But for the worst of it, some dodge and burn or even cloning might be necessary afterwards.

Remember not to do any Photoshop work until your raw processing is completed.  I'm referring principally to noise removal.
