I'm currently using a Dell XPS 15 (2017) laptop, but with the latest PS update, my drivers are no longer compatible and PS continually crashes. I've looked at your computer/laptop guides, and I'm fine with getting a desktop this go-round, but I am still lost as to what to get. I found this, but I can't tell if it has a separate video ram. Do not buy a 27” or larger screen that has a resolution of 1920 x 1080. That resolution works up to 24” screens and if you go bigger, the image for photo editing looks like crap.
