I took some photos at a local car club and they asked if I don’t mind sending them some (gifted). I am just about to send them but was thinking of using your 15x11 size and PS won’t let me put inches instead of px.

It's 15:11, not 15x11.  It's a shape, not a size.

Before you resize photos, you need to know WHAT size to make them.  And for that, you need to know what purpose they'll be used for.
