  1. If I know I'll be using the Patch Tool, I'll do it on a duplicate layer, because it doesn't work on a blank layer (at least, not in my version).

If it's only going to be a small area of cloning, I'll usually do it on a blank layer.

There's no rule about it.  Whatever you feel comfortable with.  Obviously duplicating the layer makes your file much bigger.

A couple of things to read, here and here, if relevant.

I searched drool on here and found a post regarding similar situation. I hate to admit but I'm not sure how to do what was discussed. I downloaded the file you had provided and even copied the layer over onto my file, started to mask out the area and it was looking better but it just didn't blend well and was just blah!

Don't think for a second that this is your fault.  Drool fixes are very specific, what works for one photo almost certainly won't work for another photo.  So I'm glad you posted yours.  Let me have a little look ...

What I do in RAW?  I use lightroom. do I just adjust the exposure slider?

    I guess so.

Also, iIs there any other way than gong back to RAW as I already finished retouching the image?

No.  If you have overexposed skin, start again.

  4. The best I can offer is Dust & Scratches filter at 15/6.  That will get rid of the strongest hair, but plausibly leave the lighter hair remaining.

By not overexposing it.  Go back to raw if necessary.
