You'll need to try to copy and flip the other eye, I think. The glare as it stands is too severe to fix.
Oh, and dust and scratches filter for the specks all over the image.
If you can provide me a version with no red channel clipping in the shirt, I can help you achieve this:
I'm so sorry I can't help you with the raw processing part. I give very freely of information on this site, except where it directly coincides with my classes.
I selected a big chunk of the bottom half of the photo, and duplicated it onto its own layer. Then I reduced the opacity and moved it down by one button distance, if you know what I mean. I made sure a button lined up. Then I masked that layer in as best I could.
Then I added a cloning layer for all the little areas that weren't perfect.

It should be sufficient to add a Channel Mixer layer:
Red 0, +90, 0
Green 0, +100, 0
Blue 0, +115, 0
And mask on to the shirt. Let me know if it's not satisfactory.
Ok, great. So in that case, I need you to process the raw file so that there is no red channel clipping in the shirt. Then post the photo again for me.
