First, make a marquee selection across the top of the image, then add a Solid Color on that area, with the colour you showed me. Then add a Levels layer below that Solid Color layer, and use the white eyedropper to turn the white (and the dog!) into teal. Then mask around the dog carefully. Then turn off or delete the Solid Color layer.

I urge you to avoid transparency if possible. It's hard to do, and impossible to do well. Try to ask them for the exact colour they need, then you and I will work together to change the background to that colour.

Ok, no worries. Well, I guess you'll have to duplicate the Background layer, convert it to a smart object, then use Edit>Transform>Warp to shrink the bottom of the photo.
