Gee, every time you save an image for web, make sure the "Embed Color Profile" checkbox is checked. (Might also be called "ICC Profile"). Not to do so is very risky.
You'll need to try to copy and flip the other eye, I think. The glare as it stands is too severe to fix.
Oh, and dust and scratches filter for the specks all over the image.

I'm so sorry I can't help you with the raw processing part. I give very freely of information on this site, except where it directly coincides with my classes.
I selected a big chunk of the bottom half of the photo, and duplicated it onto its own layer. Then I reduced the opacity and moved it down by one button distance, if you know what I mean. I made sure a button lined up. Then I masked that layer in as best I could.
Then I added a cloning layer for all the little areas that weren't perfect.

It should be sufficient to add a Channel Mixer layer:
Red 0, +90, 0
Green 0, +100, 0
Blue 0, +115, 0
And mask on to the shirt. Let me know if it's not satisfactory.
